Late last week, the United States International Trade Commission declared its intent to launch an investigation into imports of off-road (OTR) tires made in China, India and Sri Lanka. The investigation excludes OTR tires from China already subject to anti-dumping (AD) and countervailing (CV) duties under Antidumping Duty Order, 73 FR 51624 (September 4, 2008)
